Odisha Approves 24 Adventure Tourism Projects Under New Safety Guidelines

The Odisha government has cleared 24 new adventure tourism projects across the state in a major step towards strengthening its tourism sector while ensuring higher standards of safety and regulation. The approvals were granted under the Odisha Adventure Tourism Guidelines, 2025, which have been introduced to promote responsible adventure tourism through strict compliance with safety norms and operational standards.

The decisions were taken during the third meeting of the State Level Technical Committee (SLTC), which reviewed a total of 27 proposals covering land, water and aero-based adventure tourism activities. The committee assessed each proposal based on field inspection reports, recommendations from district-level committees, and applications submitted through the state’s dedicated ‘Go Adventure’ online portal before granting approvals.

24 Projects Receive Approval

Of the 27 proposals examined by the committee:

  • Three projects were granted a Licence to Operate, allowing them to commence adventure tourism activities immediately.
  • Twenty-one projects received Recognition to Set Up, enabling developers to establish the required infrastructure before obtaining operational clearance.
  • Three proposals were rejected after failing to meet the prescribed requirements.

Water Adventure Projects Get Major Push

Among the projects receiving operational licences are water-based adventure tourism facilities at Talsari-Udaipur Beach in Balasore, Haldia Dam in Mayurbhanj, along with another approved water adventure activity.

The government has also approved the establishment of new water-based adventure tourism facilities at several prominent destinations across Odisha, including:

  • Power Channel Reservoir, Burla
  • Chandipur Beach, Balasore
  • Talsari-Udaipur Beach, Balasore
  • Paradip Muhana, Jagatsinghpur
  • Pitamahal Dam, Rourkela
  • Chandrabhaga Beach, Konark
  • Puri Beach
  • Nua Nai River, Puri

These projects are expected to introduce activities such as boating, kayaking, jet skiing and other regulated water sports while boosting tourism in these destinations.

Aero Adventure Tourism Expands

The committee also approved proposals for aero-based adventure tourism at several scenic locations across the state. These include:

  • Talsari-Udaipur Beach
  • Chandipur Beach
  • Talamali, Koraput
  • Puri Beach
  • Satapada, Chilika

The approved projects are expected to pave the way for activities such as parasailing, paragliding and other aerial adventure experiences, subject to compliance with safety regulations and operational standards.

First Comprehensive Review Under New Guidelines

Officials said this is the first time the State Level Technical Committee has simultaneously evaluated proposals across all three categories of adventure tourism—land, water and aero-based activities—under the newly notified Odisha Adventure Tourism Guidelines, 2025.

The guidelines have been framed to ensure that all operators adhere to strict technical, environmental and safety requirements before launching adventure tourism activities. Authorities carried out detailed field inspections and technical evaluations before granting approvals, with a strong focus on visitor safety, infrastructure readiness and regulatory compliance.

The Odisha government believes these projects will not only diversify the state’s tourism offerings but also generate employment, encourage private investment and promote sustainable tourism at some of Odisha’s most popular natural and coastal destinations.
