Odisha Cabinet Approves ₹500 Crore Waterfront Development Scheme

Bhubaneswar: In a major step towards sustainable urban development and environmental conservation, the Odisha Cabinet has approved the Waterfront Development Scheme with a total investment of ₹500 crore to be implemented over the next five years.

The ambitious initiative aims to rejuvenate riverfronts, lakes, urban water bodies and other waterfront areas across selected cities in Odisha, transforming them into vibrant, accessible and environmentally sustainable public spaces.

Focus on Riverfront and Water Body Revitalisation

According to an official statement, the scheme will be implemented by the Housing and Urban Development Department in coordination with Development Authorities and Urban Local Bodies (ULBs).

The programme seeks to restore degraded urban water ecosystems while creating attractive public spaces that can be enjoyed by residents, tourists and local communities. The initiative will focus on improving the ecological health of water bodies and ensuring their long-term sustainability through planned interventions.

₹500 Crore Investment Over Five Years

The state government has earmarked ₹500 crore for the scheme, which will be utilized for:

  • Riverfront development projects
  • Restoration of urban lakes and water bodies
  • Beautification and landscaping works
  • Creation of public recreational spaces
  • Pedestrian-friendly walkways and open areas
  • Environmental conservation measures
  • Flood management and climate adaptation infrastructure

The projects will be executed in a phased manner over the next five years.

Boost to Tourism and Local Economy

Officials believe the scheme will significantly enhance Odisha’s urban landscape while generating economic opportunities.

Well-developed waterfront zones are expected to attract tourists, encourage cultural activities and create new avenues for local businesses. Restaurants, recreational facilities, cultural centres and tourism-related services are likely to benefit from the increased footfall around rejuvenated waterfront areas.

The government expects the initiative to contribute to local economic growth while making cities more attractive destinations for visitors.

Promoting Culture and Heritage

A key component of the scheme is the preservation and promotion of Odisha’s rich cultural heritage.

The proposed waterfront spaces will be designed to showcase:

  • Traditional art forms
  • Local handicrafts
  • Cultural performances
  • Heritage elements
  • Indigenous traditions and practices

Officials said the project will help create unique public spaces that reflect Odisha’s cultural identity while offering modern urban amenities.

Strengthening Climate Resilience

The Waterfront Development Scheme is also being viewed as an important climate adaptation initiative.

The government believes the programme will:

  • Improve flood management capabilities
  • Enhance urban resilience to climate-related risks
  • Support environmental sustainability
  • Protect natural water ecosystems
  • Promote green urban infrastructure

By integrating ecological restoration with urban planning, the state aims to create healthier and more resilient cities.

Inclusive Public Spaces

The scheme places special emphasis on social inclusion and accessibility. The government plans to develop safe, welcoming and accessible waterfront areas for people of all age groups and social backgrounds.

These public spaces are expected to provide opportunities for recreation, community engagement, fitness activities and social interaction, thereby improving overall urban livability.

Major Urban Transformation Initiative

Describing the decision as a landmark development, the Odisha government said the Waterfront Development Scheme represents a holistic approach to urban transformation by combining environmental conservation, economic growth, tourism promotion and social inclusion.

The initiative is expected to emerge as one of Odisha’s most significant urban development programmes, helping cities achieve a balance between ecological sustainability and modern infrastructure while enhancing the quality of life for urban residents across the state.
