Indian Railways has introduced an online personal luggage booking facility for passengers travelling on confirmed train tickets, effective July 31. The digital initiative is aimed at simplifying the luggage booking process and making it more convenient for passengers carrying baggage in reserved compartments.
The move follows a Railway Board communication dated July 20, 2026, directing all zonal railways to operationalise the online booking portal, according to The Indian Express.
Easier Booking for Excess Luggage
The new online system enables passengers to book excess personal luggage in advance without visiting railway parcel offices, streamlining the entire process.
As per Railway Board Freight Marketing Circular No. 38 of 2006, passengers are entitled to carry luggage free of cost up to the prescribed limits based on their travel class.
Free Luggage Allowance by Travel Class
The free luggage limits are as follows:
- First AC: 70 kg
- First Class: 50 kg
- Second AC (2AC): 50 kg
- Third AC (3AC): 40 kg
- AC Chair Car (CC): 40 kg
- Sleeper Class: 40 kg
- Second Class: 35 kg
Passengers carrying baggage beyond these free limits can book excess luggage up to the maximum permissible limit by paying charges at 1.5 times the standard luggage rate.
Online Portal to Display Key Guidelines
To help passengers comply with railway regulations, the online booking portal will prominently display:
- Class-wise free luggage allowance
- Maximum permissible luggage limits
- List of prohibited and restricted items
- Penalties for carrying unbooked excess luggage
- Applicable luggage booking terms and conditions
These details are intended to improve transparency and reduce inconvenience during travel.
Restrictions for Certain AC Classes
According to an earlier Railway Board circular dated March 7, 2025, the free and maximum permissible luggage allowances for AC 3-Tier (3AC), AC 3 Economy (3E), and AC Chair Car (CC) remain identical.
As a result, online booking of excess luggage will not be permitted for these classes, except in cases where the free luggage allowance itself attracts applicable charges under railway rules.

The introduction of online luggage booking is part of Indian Railways’ broader efforts to digitise passenger services and improve travel convenience. The new facility is expected to reduce paperwork, save time, and offer a more seamless experience for passengers travelling with additional baggage.
