In a major relief to vehicle owners across the state, the Odisha government on Wednesday extended the deadline for obtaining a Pollution Under Control Certificate (PUCC) till March. The decision was announced by Transport Minister Bibhuti Jena, who said the extension was granted in the interest of public convenience and to ensure smoother implementation of pollution control norms.
The move comes amid growing concerns over procedural delays, limited testing infrastructure and heavy rush at authorized PUCC centers, especially in urban areas. With stricter enforcement of vehicle documentation norms approaching, many motorists had expressed difficulty in securing pollution certificates within the earlier timeframe.
Decision Taken in Public Interest
Addressing the media, Transport Minister Bibhuti Jena said the extension would provide sufficient time to vehicle owners to comply with the mandatory pollution norms without facing unnecessary hardship. “The objective of extending the deadline is to avoid inconvenience to the general public and to streamline the implementation of pollution control measures across Odisha,” the minister said.
He added that pollution control regulations are essential for environmental protection, but enforcement must also be practical and citizen-friendly. The additional time will allow authorities to address operational challenges at PUCC centers and improve service delivery.
Relief for Motorists Amid Infrastructure Constraints
Over the past few weeks, vehicle owners across Odisha had reported long queues at PUCC centers, confusion over online and offline procedures, and delays in certificate issuance. The extension is expected to reduce pressure on testing facilities and help motorists complete the process in an orderly manner.
Officials said the transport department will continue efforts to expand authorized PUCC centers, deploy mobile testing units and raise awareness about compliance requirements during the extended period.
Mandatory Compliance Still Required
While granting the extension, the government reiterated that possessing a valid PUCC remains mandatory under the Motor Vehicles Act, along with insurance and fitness certificates. Enforcement action will resume after the revised deadline, and vehicle owners have been advised to complete the formalities well before March to avoid last-minute rush.
The transport department has urged motorists to use the extended window responsibly and ensure their vehicles meet prescribed emission standards, contributing to cleaner air and a healthier environment in the state.
