A historic palace-like building located on the premises of Shishu Bhavan in Cuttack could receive a new lease of life as a museum instead of being demolished.
The old structure, which has witnessed several significant phases of Odisha’s history, was once used as the state’s Raj Bhavan before the seat of government was shifted to Bhubaneswar.
The proposal to preserve the building has gained attention amid concerns over its deteriorating condition and questions about whether the heritage structure should be demolished or restored.
Building Has Links To Several Historical Periods
The structure is believed to reflect influences from the Mughal, Maratha and British periods and is associated with important chapters in Odisha’s political and administrative history.
The building also reportedly witnessed meetings involving Sardar Vallabhbhai Patel and other freedom fighters during India’s independence movement.
Following Independence, the structure continued to serve as the Raj Bhavan of Odisha until 1948.
The building therefore holds historical significance beyond its architectural character, having been associated with the political and administrative developments of the state during a period of major transition.
From Raj Bhavan To Shishu Bhavan
After the Raj Bhavan was shifted to Bhubaneswar, the historic structure was repurposed as Shishu Bhavan.
For several years, the building functioned as a healthcare facility for children, with paediatric wards operating from the premises.
However, the paediatric services were subsequently shifted to another location, following which medical treatment was discontinued in the old structure.
Over time, the building fell into disrepair.
Demolition Proposal Raises Heritage Concerns
The district administration has reportedly considered the structure unsafe and initiated steps towards its demolition.
The possibility of removing the historic building has sparked concerns among heritage enthusiasts, intellectuals and people associated with Shishu Bhavan.
Those advocating preservation have argued that the structure’s historical associations make it important to protect rather than replace it.
Proposal To Turn Building Into Museum
Shishu Bhavan authorities have proposed preserving the old structure and converting it into a museum.
The proposed museum could showcase historical records, old documents, photographs and other material connected with the building and Cuttack’s past.
The idea could also include recreational facilities, allowing visitors and families staying at the hospital to spend time at the heritage site.
Dr Sunil Agrawal, superintendent of the facility, said preserving the structure and converting it into a museum could allow future generations to understand its historical importance.
“If we can provide 846 beds in the G+6 building within Shishu Bhavan campus, then by preserving this building, we can also protect Odisha’s heritage. If we move forward with the concept of a museum, the parents of the children staying here can visit it during their spare time or in the evenings. This will help preserve our heritage,” Dr Agrawal told OTV.
Cuttack Mayor Opposes Demolition
Cuttack Mayor Subhash Singh has also spoken in favour of preserving the building.
He said the historic structure would not be allowed to be demolished and that efforts would be made to develop it as a colonial museum.
The proposal could potentially form part of a wider heritage initiative involving other historically significant locations in Cuttack.
Building Currently In Poor Condition
Despite its historical significance, the structure is currently reported to be in a neglected condition.
Parts of its walls are covered with moss, while vegetation has grown around the building, reflecting the lack of regular maintenance.
The condition of the structure has strengthened calls for an assessment of its architectural and structural integrity, followed by appropriate conservation measures.
Heritage Preservation Vs Structural Safety
The debate surrounding the building involves two key considerations — structural safety and heritage conservation.
While authorities have raised concerns about the safety of the old structure, those advocating preservation believe that restoration and adaptive reuse could provide an alternative to demolition.
Converting the building into a museum could potentially preserve its historical character while giving it a new public purpose.
For Cuttack, a city known for its long history and heritage structures, the future of the old Shishu Bhavan building could become another important test of how historic properties are conserved and integrated into modern urban development.
