Odisha Government Reshuffles Senior IAS Officers; Dr Poma Tudu, Smita Pani Get Key Administrative Posts

The Odisha government on Monday announced a minor reshuffle in its senior IAS cadre, assigning new responsibilities to two officers in a move aimed at strengthening administrative efficiency across key departments. The changes involve the ST & SC Development, Minorities & Backward Classes Welfare Department and the Odisha State Medical Corporation Limited (OSMCL), the state’s premier public health procurement agency.

The reshuffle, notified by the General Administration and Public Grievance (GA&PG) Department, is part of the state government’s ongoing efforts to optimise governance by placing experienced officers in strategic administrative positions while ensuring continuity in important public service institutions.

Dr Poma Tudu Appointed Additional Secretary

As per the official notification, Dr Poma Tudu (IAS: PR-2012) has been appointed as Additional Secretary to the Government in the ST & SC Development, Minorities & Backward Classes Welfare Department.

Dr Tudu was previously serving as the Managing Director of the Odisha State Medical Corporation Limited (OSMCL). Despite her new assignment, she will continue to hold additional responsibilities as:

  • Commissioner, Food Safety, Odisha
  • Managing Director, Tribal Development Cooperative Corporation of Odisha Limited (TDCCOL)

Retaining these additional charges is expected to ensure administrative continuity in departments that play a crucial role in food safety, tribal welfare, and public service delivery.

Smita Pani Takes Charge As OSMCL Managing Director

In another significant appointment, Smita Pani (IAS: NSCS-2020) has been appointed as the new Managing Director of Odisha State Medical Corporation Limited (OSMCL).

She succeeds Dr Poma Tudu at the corporation, which is responsible for the procurement, storage, and distribution of medicines, medical equipment, diagnostic supplies, and other healthcare essentials for government hospitals and healthcare institutions across Odisha.

Smita Pani had recently been posted to the General Administration and Public Grievance (GA&PG) Department before being entrusted with the leadership of OSMCL.

OSMCL Plays Key Role In Public Healthcare

The Odisha State Medical Corporation Limited is one of the state’s most critical public health agencies. It oversees the procurement and supply of essential medicines, medical devices, surgical equipment, and healthcare consumables for government-run hospitals and health centres.

The corporation plays a vital role in ensuring the uninterrupted availability of medicines and medical supplies under various government healthcare programmes, making its leadership crucial to the state’s public health infrastructure.

Focus On Administrative Efficiency

Although limited in scope, the latest IAS reshuffle reflects the Odisha government’s emphasis on strengthening governance through strategic administrative appointments.

By assigning experienced officers to important departments while allowing continuity through additional charge arrangements, the government aims to enhance coordination, improve public service delivery, and ensure smooth functioning across key sectors, including tribal welfare, healthcare procurement, and food safety.
