In a major step to strengthen India’s digital public infrastructure, the Ministry of Electronics and Information Technology (MeitY) has constituted a high-level committee to harmonize and modernize the regulatory framework governing DigiLocker. The panel will conduct a comprehensive review of the existing Digital Locker Rules to align them with the rapidly evolving technological and legal ecosystem.
The committee is chaired by former MeitY Secretary Ajay Sawhney and includes legal experts, technology specialists, and industry representatives, reflecting a multi-stakeholder approach aimed at balancing innovation with regulatory clarity.
Legislative Review and Future Roadmap
The newly formed panel has been tasked not only with reviewing the current legal provisions but also with charting a long-term roadmap for expanding the DigiLocker ecosystem. Among the key proposals under consideration is the concept of an “Entity Locker,” which could enable institutions and organizations to securely manage and authenticate digital records.
The committee will also explore ways to broaden institutional participation and assess structured commercialization pathways for the platform, potentially unlocking new service models in both public and private sectors.
First Meeting Held in New Delhi
The panel held its inaugural meeting on February 24 at Electronics Niketan in New Delhi. During the session, members discussed DigiLocker’s growing importance in supporting the government’s “Viksit Bharat” vision and strengthening digital governance.
Deliberations focused on improving ease of living for citizens through secure, paperless access to official documents such as certificates, licenses and academic records. The committee also examined how enhanced digital verification systems can streamline compliance processes and improve ease of doing business.

As digital transactions and document authentication increasingly shift online, officials believe that a harmonized and forward-looking regulatory framework will provide legal certainty, boost user trust, and expand adoption.
DigiLocker has emerged as a key pillar of India’s digital ecosystem by enabling secure storage and real-time verification of documents. By modernizing its regulatory structure, the government aims to future-proof the platform and position it as a core component of India’s evolving digital governance architecture.
The move signals a strategic push to integrate technology, regulation and innovation in a coordinated manner to support the country’s broader digital transformation goals.
