Odisha Chief Minister Mohan Charan Majhi has announced plans to develop an 870-acre technology hub at Naraj near Cuttack, which will be branded as ‘Odisha Silicon Valley’ and focus on semiconductor, electronics and information technology industries.
The announcement was made on Friday at Semicon India 2026 in New Delhi, where Odisha also received investment proposals worth approximately Rs 23,600 crore. According to the state government, the proposals have the potential to generate around 6,100 employment opportunities.
The proposed technology hub is intended to create a dedicated ecosystem for high-technology industries and strengthen Odisha’s position in India’s emerging semiconductor and electronics sector.
Naraj To Become Technology And Semiconductor Hub
The proposed Odisha Silicon Valley will be established at Naraj, near Cuttack, along the Cuttack-Bhubaneswar urban corridor.
The location offers access to major transport and industrial infrastructure, including connectivity to the Paradip and Dhamra ports as well as important national highways.
According to the state government, this connectivity could support semiconductor manufacturing, movement of raw materials, logistics operations and the development of allied industries around the proposed technology hub.
The project is expected to bring together semiconductor companies, electronics manufacturers, technology firms and supporting industries within an integrated ecosystem.
Odisha Receives Rs 23,600 Crore Investment Proposals
Odisha’s participation in Semicon India 2026 also resulted in investment interest from companies operating in different segments of the technology and semiconductor value chain.
The state government said it received investment proposals worth around Rs 23,600 crore, with the projects potentially generating approximately 6,100 jobs.
The proposals come as Odisha seeks to expand beyond its traditional industrial sectors and attract investments in emerging technologies, electronics and semiconductor manufacturing.
CM Meets Global Technology Companies
During the event, Chief Minister Majhi held discussions with representatives of several global and domestic technology companies and industry organisations.
The discussions involved companies including Lam Research, Applied Materials, SiCSem, 3D Glass Solutions, Cyient, Linde and HORIBA India.
The Chief Minister also interacted with delegations from Japan, Sweden and Taiwan, with discussions focusing on investment opportunities and the development of Odisha’s technology ecosystem.
The government is seeking to attract companies across multiple stages of the semiconductor and electronics supply chain.
Odisha Signs Letter Of Intent With QuadQuantum
As part of its semiconductor investment push, Odisha also signed a Letter of Intent with QuadQuantum for establishing a silicon carbide (SiC) substrate wafer manufacturing facility.
Silicon carbide is an advanced semiconductor material used in applications such as electric vehicles, renewable energy systems, power electronics and other high-performance technologies.
The proposed facility could therefore contribute to the development of a broader semiconductor manufacturing ecosystem in the state.
Additional Fiscal Support For Semiconductor Projects
Odisha has also amended its semiconductor policy to provide additional financial support to eligible projects approved under the India Semiconductor Mission (ISM).
Under the amended policy, ISM-approved projects involving semiconductor equipment, specialised gases, raw materials and supply-chain segments can receive an additional 25% fiscal support from the state.
The measure is intended to make Odisha more attractive for companies looking to establish semiconductor-related manufacturing and supply-chain facilities.
Odisha Pavilion Showcases Semiconductor Initiatives
At Semicon India 2026, Chief Minister Majhi also inaugurated the Odisha Pavilion, which showcases semiconductor projects, chip-design initiatives and related investments involving companies and educational institutions from the state.
The pavilion provides a platform to highlight Odisha’s existing capabilities as well as its plans for attracting further investments in semiconductor and electronics manufacturing.
Odisha’s Semiconductor Ambitions
The proposed Odisha Silicon Valley at Naraj represents a major expansion of the state’s plans for developing a technology-focused industrial ecosystem.
With its planned focus on semiconductors, electronics and IT, the hub is intended to bring together manufacturing, research, logistics and supporting industries.
The combination of new investment proposals, policy incentives and infrastructure development is expected to shape the state’s strategy for participating in India’s expanding semiconductor ecosystem.
