Haldiram’s Plans Rs 1,000-Crore Odisha Plant; Khordha-Cuttack Region Likely To Get Major Food Manufacturing Facility

Bhubaneswar: Popular Indian snacks and food brand Haldiram’s Snacks is planning a major expansion in Odisha with a proposed investment of Rs 1,000 crore to establish a new manufacturing facility in the state. The proposed plant will primarily manufacture savoury snacks and baked products and is expected to strengthen Odisha’s growing food-processing sector.

The project is planned to be developed in three phases, with the Odisha government having already approved the first phase involving an investment of Rs 500 crore.

Khordha-Cuttack Region Likely Location

The final location of the proposed manufacturing facility has not yet been announced. However, the plant is expected to come up somewhere in the Khordha-Cuttack region, according to reports.

Once completed, the facility is expected to emerge as one of the largest manufacturing units for snacks and baked products in eastern India. The investment could also create employment opportunities and support ancillary businesses connected with food processing, logistics, packaging and distribution.

Haldiram’s Strengthens Odisha Presence

Haldiram’s was among nine major companies that signed investment-related MoUs with the Odisha government during an investors’ summit held in New Delhi.

The Odisha FoodPro 2026 summit reportedly attracted investment commitments exceeding Rs 6,000 crore in the food-processing sector. Meanwhile, the state’s broader Delhi-NCR industrial outreach programme received proposed investments worth around Rs 66,392 crore across multiple sectors.

The proposed Haldiram’s facility is expected to expand the company’s manufacturing capacity while strengthening its supply chain for both domestic and international markets.

From Bikaner To A Nationwide Food Brand

Founded in Bikaner in 1937, Haldiram’s gradually expanded its operations to major parts of India, including Delhi and Nagpur.

The company currently has manufacturing operations across locations including Nagpur, Noida, Rudrapur, Delhi-NCR and Hooghly. The proposed Odisha facility would further expand its manufacturing footprint in eastern India.

The investment also comes at a time when demand for packaged snacks and ready-to-eat food products continues to drive expansion in the country’s food-processing industry.

More Major Food Investments Proposed

Haldiram’s is not the only major food and beverage company planning to expand its presence in Odisha.

Coca-Cola has proposed an investment of around Rs 300 crore for another aerated beverage facility in the state. Balaji Wafers and Let’s Try have each proposed investments of around Rs 200 crore, while Beyond Snack has proposed a manufacturing unit worth approximately Rs 150 crore.

Several established companies, including ITC, Nestlé, Parle, Britannia and Tata Consumer Products, already have operations in Odisha’s food-processing sector.

Odisha Targets Food-Processing Growth

The state government has been positioning Odisha as an emerging destination for food-processing investments by encouraging value addition in agricultural products and strengthening industrial infrastructure.

The government also plans to establish five food parks, which are expected to support food-processing companies, improve supply chains and provide better market access for agricultural producers.

The proposed Haldiram’s investment could therefore add further momentum to Odisha’s ambitions of becoming a major food-processing hub in eastern India.
