The Odisha Transport Department has made Aadhaar authentication mandatory for new vehicle registrations and transfer of ownership, introducing a stricter verification mechanism to strengthen transparency, improve accountability, and enhance the traceability of vehicles involved in accidents, crimes, or other legal violations.
The new requirement forms part of a revised Standard Operating Procedure (SOP) issued by the department to streamline the vehicle registration process and curb the misuse of fake identities or incorrect residential addresses. Officials believe the move will help create a more reliable and secure database of vehicle owners across the state.
Aadhaar Authentication Now Mandatory
Under the revised SOP, every applicant seeking a new vehicle registration or transfer of ownership must submit Aadhaar details along with valid address proof and other mandatory documents prescribed under the Motor Vehicles Act and related rules.
Transport officials have been instructed to conduct thorough verification of all documents before approving any application. No registration or ownership transfer will be processed unless the applicant’s identity and address are successfully verified.
The department has stressed that the new system is aimed at eliminating fraudulent registrations and ensuring that every registered vehicle can be accurately linked to its rightful owner.
Stronger Verification Process
The Odisha Transport Department has directed Regional Transport Offices (RTOs) across the state to adopt stricter document scrutiny at every stage of the registration process.
Officials processing applications will be responsible for verifying the authenticity of Aadhaar details, address proof, and supporting documents before granting approval. Accountability has also been fixed for officials handling registrations to ensure compliance with the revised SOP.
Authorities believe the strengthened verification process will make it easier for law enforcement agencies to identify and locate vehicle owners during investigations involving road accidents, theft, criminal activities, or violations of traffic laws.
Easier Vehicle Tracking During Investigations
According to the department, one of the primary objectives of the new guidelines is to improve the traceability of vehicles used in unlawful activities.
With verified Aadhaar-linked ownership records, police and other enforcement agencies are expected to identify registered owners more efficiently, reducing delays during investigations into hit-and-run cases, vehicle thefts, criminal offences, and other incidents involving motor vehicles.
Officials say the improved database will also strengthen coordination between transport authorities and law enforcement agencies whenever vehicle ownership details are required.
Strict Action Against Violators
The Transport Department has warned that strict enforcement will accompany the new verification system. Vehicles found operating without mandatory documents or in violation of registration norms may be seized, and legal action can be initiated against owners under the provisions of the Motor Vehicles Act.
Fresh directions have been issued to all Regional Transport Offices and enforcement teams to ensure uniform implementation of the revised SOP across Odisha. Officials have been instructed to reject incomplete or unverifiable applications and ensure that every registration complies with the prescribed norms.
Part of a Wider Enforcement Drive
The latest directive comes amid the Odisha government’s broader efforts to tighten compliance with transport regulations across the state.
In recent months, the department has intensified enforcement against vehicles operating without valid fitness certificates, insurance, permits, or other mandatory documents. The introduction of Aadhaar-based verification is expected to complement these initiatives by improving the integrity of vehicle registration records and reducing opportunities for fraudulent registrations.
Officials believe the new system will enhance transparency, strengthen regulatory oversight, and make the state’s vehicle registration framework more secure and accountable.
