The Odisha Transport Department on Thursday announced that green Pollution Under Control Certificate (PUCC) validity stickers will be made available to vehicle owners from January 10. The initiative is aimed at simplifying verification of pollution compliance during roadside checks and strengthening enforcement of emission norms across the state.
According to an official notification, vehicle owners who already possess a valid PUCC will be eligible to collect the green sticker from their respective Regional Transport Offices (RTOs). To ensure smooth distribution, dedicated counters will be set up at all RTOs exclusively for issuing PUCC validity stickers.
How Vehicle Owners Can Collect the Green PUCC Sticker
The Transport Department has clarified that only vehicles with a valid PUCC will be issued the green sticker. Before handing over the sticker, RTO officials will verify the vehicle’s pollution certificate, registration details and records available in the VAHAN database.
Vehicle owners will be required to produce the original or digital copy of the PUCC, a copy of the Registration Certificate (RC), and a valid identity proof at the time of collection. In cases where the owner authorises another person to collect the sticker, an authorisation letter signed by the vehicle owner will be mandatory, along with identity documents of both the owner and the authorised representative.
Cut-Off Date and Two-Track Issuance System
The department has fixed January 10, 2026, as the cut-off date for the implementation of the PUCC validity sticker system. Vehicles that obtained their PUCC up to January 9, 2026, will receive the green sticker from the concerned RTO.
For vehicles undergoing pollution testing on or after January 10, the sticker will be issued directly by authorised PUC testing centres at the time of emission testing. This dual-track system has been introduced to avoid congestion at RTOs and ensure seamless implementation of the new process.
Role of Authorised PUC Testing Centres
Authorised PUC testing centres will issue the green sticker immediately after successful completion of the emission test and generation of Form 59. The Transport Department has made it clear that no additional fee can be charged by PUC centres for issuing the sticker.
Each sticker will be linked to the PUCC details generated by the testing centre, and no sticker may be issued without a valid pollution test and certificate. Any deviation from this procedure will invite strict action.
Display Guidelines for Vehicles
For vehicles other than two-wheelers, the green PUCC sticker must be pasted on the left corner of the front windscreen from the inside, ensuring clear visibility from outside. In the case of two-wheelers, the sticker should be displayed at a conspicuous location on the exterior body of the vehicle for easy inspection during checks.
Sticker Not Mandatory, But Helpful
Transport Minister Bibhuti Jena had earlier clarified that displaying the green PUCC sticker is not mandatory. However, officials said the sticker system would make verification of PUCC compliance quicker and more efficient during enforcement drives and roadside inspections.
Fuel retail outlets across Odisha have been instructed to display notices stating that possessing a valid PUCC is a legal requirement, in both Odia and English. Fuel station staff have also been advised to guide vehicle owners without valid PUCCs to the nearest authorised PUC testing centres.
The Transport Department has warned that issuing or using fake or unauthorised PUCC stickers will attract stringent action under the Motor Vehicles Act and Central Motor Vehicles Rules. In such cases, PUC authorisation of the concerned centre may also be cancelled.
