Bhubaneswar: In a landmark decision that signifies a shift toward citizen-centric administration, the official residence of the Governor of Odisha has been renamed from Raj Bhavan to Lok Bhavan. The announcement was made through a formal notification issued on Monday, after Governor Dr. Hari Babu Kambhampati approved the renaming in accordance with a directive from the Union Ministry of Home Affairs.
The move is part of a larger national effort to replace colonial-era names with terms that highlight democratic values and public participation. By adopting the name Lok Bhavan, Odisha joins the list of states embracing a people-first approach in governance.
A Symbol of Openness and Public Partnership
Governor Kambhampati described the renaming as a step toward transforming the Governor’s House into a more accessible and citizen-focused institution. “Lok Bhavan reflects openness, accessibility and partnership between the administration and the people,” he said. The Governor added that the new name reiterates the state’s commitment to fostering transparency, encouraging public dialogue, and ensuring that governance becomes more participatory.
He emphasised that Lok Bhavan will continue to function as a key interface between the government and citizens, now with a stronger focus on consultation, inclusivity, and democratic engagement. The building is expected to host more public-oriented events, meetings, and outreach programmes.
Governor’s Message Reflects Vision for Inclusive Governance
Governor Kambhampati also shared the development on X (formerly Twitter), calling it a “meaningful milestone” for the state. “Raj Bhavan is now Lok Bhavan, a name that truly reflects the aspirations of our people… This change reinforces our commitment to transparency, accessibility, and a stronger public connect. Lok Bhavan now stands as a vibrant space for public engagement and inclusive progress,” he posted.
Officials noted that the renaming aligns with Prime Minister Narendra Modi’s vision of decolonising administrative terminology while promoting deeper citizen involvement in governance processes.
A Step in Odisha’s Administrative Evolution
The transition from Raj Bhavan—a name rooted in colonial tradition—to Lok Bhavan represents a significant moment in Odisha’s administrative evolution. The new name symbolically places citizens at the center of governance and highlights the state’s dedication to strengthening democratic values.
Political observers say the renaming reflects Odisha’s commitment to embracing modern, people-oriented governance practices while breaking away from remnants of colonial influence. With the new identity, Lok Bhavan is expected to stand as a reminder of the state’s mission to build a governance framework that is transparent, responsive, and inclusive.
