Odisha Govt to Launch Tehsil-Level Land Registration System from November 1

In a landmark administrative reform aimed at simplifying property transactions, the Odisha government is set to roll out a tehsil-level land registration, buying, and selling system starting November 1, 2025. The initiative, announced by Revenue and Disaster Management Minister Suresh Pujari, seeks to decentralize land registration and make the process more accessible to citizens across the state.

Land Registration at Tehsil Offices from November 1

Initially, the system will be launched across 44 tehsils in the first phase, with plans to expand to all 317 tehsils by December 2025. The new system will enable citizens to register, buy, or sell plots directly at their nearest tehsil offices, eliminating the need to visit district headquarters or sub-registrar offices.

“The process of land registration and plot selling will begin in 44 tehsils from November 1. This reform empowers tehsildars to independently handle all land-related operations, ending people’s dependence on nodal offices,” said Minister Suresh Pujari.

Chief Minister to Inaugurate the System

Chief Minister Mohan Charan Majhi will officially inaugurate the new land registration mechanism on November 1, marking a significant milestone in the state’s ongoing administrative digitization drive. Following the inauguration, Minister Pujari will visit Nuapada, where he will oversee the implementation of the project’s next phase.

Online Booking and Simplified Procedures

Under the new system, citizens can book time slots online through the state’s official portal and complete their land registration at local tehsil offices. The move aims to reduce travel time, enhance transparency, and minimize bureaucratic hurdles.

This reform follows the Revenue Department’s newly issued Standard Operating Procedure (SOP) in mid-October, which simplifies rules for registration of part plots and clarifies land classification and ownership procedures.

Statewide Implementation by December

By December 1, the government plans to extend this service to all remaining tehsils, ensuring statewide coverage. Once fully operational, Odisha will become one of the few Indian states to decentralize land registration at the tehsil level, thereby providing citizens direct and local access to property registration services.

A Step Toward Citizen-Centric Governance

The initiative represents a major step toward ease of doing business and governance efficiency, aligning with Odisha’s broader digital transformation goals. The decentralization of land registration is expected to curb middlemen involvement, reduce corruption, and enhance accountability within the property registration ecosystem.
