Prime Minister Narendra Modi on Thursday chaired the 11th Governing Council Meeting of the National Institution for Transforming India (NITI Aayog) at the Rashtrapati Bhavan Cultural Centre in New Delhi. The high-level meeting brought together Chief Ministers, Lieutenant Governors, Union Ministers, senior policymakers and top government officials to discuss a roadmap for achieving the vision of a developed India by 2047.
The meeting assumes significance as it focuses on strengthening cooperation between the Centre and States while accelerating progress in education, employment, healthcare, skill development and inclusive growth.
Focus on ‘Inclusive Human Development for Viksit Bharat @2047’
This year’s theme, “Inclusive Human Development for Viksit Bharat @2047,” emphasizes ensuring equitable development and opportunities for every citizen, irrespective of region, gender, age or socio-economic background.
According to NITI Aayog, the framework is designed to create a people-centric development model that prioritises human capital, economic participation and social welfare while preparing India for the challenges and opportunities of the future.
Chief Ministers and Union Ministers Participate
The Governing Council meeting witnessed participation from several Chief Ministers, Union Territory administrators and senior Union Ministers.
Among those present were Union Home Minister Amit Shah, Defence Minister Rajnath Singh, Uttar Pradesh Chief Minister Yogi Adityanath, Assam Chief Minister Himanta Biswa Sarma, Delhi Chief Minister Rekha Gupta, Haryana Chief Minister Nayab Singh Saini and Bihar leader Samrat Choudhary.
Leaders from various states, including West Bengal, Tamil Nadu, Karnataka and Kerala, also attended the meeting, highlighting the importance of cooperative federalism in shaping India’s long-term development agenda.
Four Core Pillars of Human Development
The discussions revolve around four major pillars identified by NITI Aayog:
- Foundational human capital and future-ready skills
- Productive employment, entrepreneurship and decentralised growth
- Health, nutrition and overall wellbeing
- Equity, inclusion and dignity for all citizens
These pillars are expected to guide policy decisions aimed at improving quality of life and creating sustainable economic opportunities across the country.
Employment, Entrepreneurship and Skill Development in Focus
Prime Minister Modi is expected to discuss measures to boost entrepreneurship, strengthen skill development initiatives and generate sustainable employment opportunities.
The meeting is also examining ways to align state-level development plans with the national objective of building a developed India by 2047. Policymakers are focusing on enhancing workforce readiness, improving educational outcomes and encouraging innovation-driven economic growth.
Digital Governance and Data-Driven Development
A key aspect of the discussions is the use of technology and digital governance to improve service delivery and development outcomes.
The implementation roadmap includes:
- Digital Public Infrastructure (DPI)
- Data-driven governance systems
- Public-private partnerships
- Better convergence between central and state schemes
- Strong monitoring and accountability mechanisms
Officials believe these measures will help ensure efficient implementation of welfare programmes and measurable progress toward development goals.
Review of Chief Secretaries’ Conference Recommendations
The Governing Council is also reviewing recommendations from the 5th National Conference of Chief Secretaries held in December 2025.
The conference focused on five critical sectors:
- Early Childhood Education
- School Education
- Skill Development
- Higher Education
- Sports and Extracurricular Activities
The recommendations are expected to play an important role in shaping India’s future education and human resource development policies.
Roadmap for Viksit Bharat 2047
The meeting aims to build consensus among states and the Centre on a shared vision for India’s future. By aligning state-level development strategies with national priorities, the government seeks to create a comprehensive roadmap for inclusive growth, stronger human capital and sustainable economic development.
